SEAMEO INNOTECH Leads the Way: Crafting a Multi-Sectoral Framework for AI-Integrated Education

Manila, Philippines – SEAMEO INNOTECH convened a diverse group of experts, educators, policymakers, and representatives from various sectors for a two-day workshop titled Synergies in Action: A Workshop on Multi-Sectoral Framework for AI-Integrated Education. Held on December 17-18, 2024, the event marked a significant moment in Southeast Asia’s journey toward integrating Artificial Intelligence (AI) into education systems with an emphasis on ethics, inclusivity, and sustainability. 

As the region faces rapid technological advancements, the workshop provided a vital platform to address the unique challenges and opportunities of AI integration in education. It aimed to lay the foundation for a comprehensive framework that aligns with the region’s cultural and socio-economic contexts. By bringing together thought leaders from government, academia, private institutions, and international organizations, the event sought to ensure that AI is harnessed as a transformative tool that complements rather than replaces the human touch in education.

In her opening message, Ms. Kochakorn Khattapan-Acidre, Deputy Director of SEAMEO INNOTECH, highlighted the workshop’s critical role in shaping the future of education in Southeast Asia. “Today’s workshop stands as a testament to the power of multi-sectoral collaboration. By bringing together experts and representatives from government, private institutions, academia, and international organizations, we aim to create a framework that reflects the diverse needs and aspirations of the region. This framework will serve as a vital tool for integrating AI into our education systems responsibly, ethically, and inclusively,” she stated.

Atty. Christopher Lawrence S. Arnuco, Manager of the Knowledge Management and Networking Office, provided further context by presenting the rationale for the initiative. He emphasized AI’s transformative potential while underscoring the importance of thoughtful integration. “AI offers immense opportunities to enhance teaching and learning. However, its integration must be thoughtful, ethical, and inclusive. Education does not exist in isolation; it is a complex ecosystem involving policymakers, technologists, community leaders, and educators. This workshop is a key milestone in creating a framework that prioritizes human-centered approaches and fosters synergies across sectors,” he remarked. 

The workshop featured thought-provoking presentations from esteemed experts. Dr. Maria Mercedes T. Rodrigo of Ateneo de Manila University discussed the integration of AI in Southeast Asia’s education systems, while Dr. Bala Murali Tanimale of SEAMEO RECSAM shared evidence-based strategies for implementation. Dr. Assel Mussagaliyeva-Tang, Founder of EDUTech Future, explored the dynamics of multi-sectoral collaboration, and Dr. Sheryl Lyn C. Monterola from the University of the Philippines Diliman outlined principles for ensuring equity and inclusivity in AI adoption. These discussions were complemented by interactive sessions, where participants developed initial drafts of a multi-sectoral framework.

In her closing remarks, Dr. Leonor Magtolis Briones, Centre Director of SEAMEO INNOTECH, reflected on the broader implications of AI integration. She emphasized the importance of balancing technological advancements with a human-centered perspective. “AI is not just a tool but a transformative force. However, it must serve humanity and complement the arts, culture, and social dimensions of education. Never forget that AI is for us humans, and the humanities must never be separated from science and technology,” she said. She urged participants to expand collaboration beyond technical experts, incorporating voices from civil society and underserved communities to ensure that the framework addresses diverse perspectives and needs. 

The workshop concluded with a commitment to finalize the framework, which will be presented at the 16th SEAMEO INNOTECH International Conference in April 2025. This initiative highlights SEAMEO INNOTECH’s dedication to fostering innovation and collaboration in education, paving the way for Southeast Asia to lead in responsible AI adoption.
