Learning to use technology and navigate the digital world is a must in the 21st century. Although technology brings numerous benefits, it can also be used in harmful, criminal ways—which warrants that all people, whether young or old, be equipped with the necessary skills to use digital technologies safely and securely.
This is what digital citizenship is about; learning how to train students on the responsible use of and engaging with technology. That being said, for the country to produce well-rounded digital citizens, digital citizenship training for teachers is a prerequisite in the Philippines.
ICT applications in education are relatively new, and as such, teachers tend to struggle with digital citizenship themselves. Thus, the current situation calls for ICT training in the Philippines that will equip educators to develop digital citizens, which we delve into in our research brief.
This research report draws on the results of the study “School Case Studies on promoting Digital Citizenship Competencies (DCC) among selected Southeast Asian Ministries of Education (MOE)” by SEAMEO INNOTECH. It aims to initiate policy conversations and promote an understanding of the status of ICT training for teachers and school heads aimed at helping foster DCC among learners in the Philippines. It also aims to help provide evidence-informed school-based interventions to guide school-level practices as well as relevant and concrete information on how to further support the development of digital citizenship through comprehensive ICT teacher training and responsive policies and programs.
As it is clear that technology is only progressing forward, educational trends must accommodate these developments. Digital citizenship training for teachers equips them with competencies that allow them to apply technology in the classroom, such as by using new learning management platforms and encouraging meaningful use of technology in projects.
SEAMEO INNOTECH’s research brief recognizes that educators themselves may fall short in understanding the various applications of technology in education. Likewise, many have limited awareness of various issues, such as data privacy and the ethical use of information, emphasizing the need for comprehensive ICT training for educators.
Given the already complex digital world, the digital citizen training module for educators helps them cope with the fast pace in which technology evolves. This way, they can incorporate technology in their classroom and build the skills students need to become digital citizens.

The study utilized SEAMEO INNOTECH and UNESCO Bangkok outputs by documenting case studies of school-based interventions among three selected SEAMEO member countries which promote the digital citizenship competencies, as described in DKAP Digital Citizenship Competency Framework.
