In response to the growing skills gap and job market mismatch, Christopher initiated the Academe, Industry, and Government partnership, fostering collaboration between educational institutions and industries. He later served as Commissioner-at-Large, where he participated in the drafting of the Juvenile Justice Welfare Act (RA 9344) and its Implementing Rules and Regulation, a landmark legislation that institutionalized a more rehabilitative and restorative approach to youth justice in the Philippines. His advocacy helped shape the legal framework for juvenile offenders, emphasizing rehabilitation over punitive measures.
