Dr. Macalde is currently the Manager of the Learning Development and Management Office (LDMO). He previously served as the Head/Senior Specialist of the Learning Management and Implementation Unit (formerly referred to as the Flexible Learning Solutions Unit and – on a concurrent basis – Instructional Materials Development Unit) of the LDMO.

Before his employment with SEAMEO INNOTECH, Dr. Macalde was a full-time consultant for the Central Asia Regional Economic Cooperation Institute of the Asian Development Bank’s Central and West Asia Department. He also served as Program Manager and Training Coordinator of the Asian Institute of Management-World Bank’s Development Resource Center.

Dr. Macalde has extensive experience developing and delivering training and development programs. He previously held positions as an Assistant Director (Assistant Service Chief) and Human Resource Management Officer in the three branches of the Philippine government.

Dr. Macalde is a professorial lecturer at the Rizal Technological University Graduate Program and an invited lecturer for the Asian Institute of Management. He was formerly a Special Lecturer for the De La Salle University Graduate Program, San Beda College, Colegio De San Juan De Letran, DLSU College of St. Benilde, and Jose Rizal University.

Dr. Macalde holds the following degrees:

 

  • Doctor of Education, major in Educational Management
  • Master of Arts in Education, major in Social Studies
  • Bachelor of Arts in Political Science

 

He has also earned academic credits toward a master’s degree in public administration and a Bachelor of Law.

Dr. Macalde is an active member of several organizations:
